ChangeLog: 

Add some quoting to pluginpack.m4 for safety, add sanity checks to ensure
that all plugin directories contain either .abusive, .incomplete or .build
and add .build and some missing .incomplete to Makefile.am's so we don't
have broken tarballs again (because distcheck should fail these new tests)
