Sorry about that.  I should have given you and other people we know have not
caused trouble the ability to do so.  We have a less-than-optimal solution in
place that should let people begin to create tickets again, but I'm certain it's

Ordinarily I would grab these patches and apply them posthaste, but I'm not good
enough with the Windows makefile stuff to be sure I want to do that.  I'll leave
it to our Windows expert.
