 Right now I've hacked it in as PP_LOCALEDIR which is
 $PURPLE_DATADIR/locale and in common/i18n.h i have some preproc making it
 LOCALEDIR.

 This will need to get fixed sooner or later and should be considered a
 blocker before we release.
