Comment:

 This is intended, albiet not intuitive.  You've saved an invalid
 notification (it must be using the gtk theme's background, or an image).
 Since it has neither it drops it during load.  This can be verified by
 having the debug window (tools->debug window in the buddylist) open before
 loading the theme in the theme editor.
