Comment:

 Been experimenting for a while. The import works fine if I import say 5
 contacts. But earlier I was trying to importing like 80 contacts and it
 didn't import single one. Also, when importing the 5 contacts, I got asked
 5 times to send auth request, but when importing the big list, I only got
 asked once (still, not even single contact added).

 The contacts appear offline in contact-list, but not with sign of awaiting
 authorization. When I shutdown Pidgin, delete blist.xml, and restart it,
 the imported contacts are gone. AFAIK ICQ allows to store unathorized
 contacts in server-side contact-list.

 I wrote shell script which imported the contacts using purple DBUS
 functions, pretty much the same functions you posted, and it worked, maybe
 just some timeout would do.

 Well, I have to use ICQ since my whole nation uses it :(
