 for the Plugin Pack explains building plugins on Windows.

 I build the releases of the Plugin Pack.  Our build system provides for
 making a single plugin build or not build with the others in the package.
 If the `make -f Makefile.mingw` from the top level directory in the Plugin
 Pack source builds the plugin, it builds by default.  If not, the plugin
 does not build by default.  Group Message and Broadcast, being ways to
 easily generate spim (IM spam), are abusive plugins and as such do not
 build by default.  Until the authors of these plugins decide they are no
 longer abusive, anyone wanting these plugins will have to build the plugin
 manually, following the directions spelled out in the FAQ.

 And yes, this means that we will not distribute a prebuilt binary for
 users.
