 I *think* if I'm not mistaken, that by first and second, helpme means the
 following:

 First == Start pidgin with a & b enabled. Disable a,b, or both. Quit
 pidgin.

 Second == Start pidgin with a & b in the correct state (enabled/disabled).
 Don't change state. Quit pidgin.
