I'm not sure this is better suited as an enhancement to the core IRC
implementation, or the IRC Helper plugin.

I've noticed that some IRC servers truncate the length of messages at
somewhere between 400 and 500 characters. If this is part of the IRC spec,
then it is definitely something that should be fixed in the core
implementation and should be reclassified as a bug.

If it varies by server, one solution might be to send a test message back
to the user after login, to detect the truncation point. That information
can then be used to limit the length of the input box, or to auto-split
 long messages when sent.
