 Are you saying that the API does not permit embellishing the text or
 inserting a horizontal rule, or that doing so would not adhere to the
 philosophy of the plugin?

 If it is the latter, I'm not sure what the significance is of the
 historical behavior of irssi's notice. If the lack of visibility makes the
 notice go unnoticed, than what's the point? If nothing else, making the
 information more visible is a matter of personal preference.

 Additionally using a horizontal rule (another option) would be consistent
 with behavior already in Pidgin.
