#487: AutoAccept URL Encoding of filenames and extension changesu

When I use the AutoAccept plugin on Windows, the file names created are
URL-encoded. For example, "The Name.gif" becomes "The%20Name.gif". In
addition, when an incoming file has the same name as a previous one, the
plugin appends ''-n'' to the name, where ''n'' is the next integer. For
example, this can result in "file.doc" becoming "file.doc-1"; the user is
forced to manually rename the file just to load it.

Shouldn't ideal behavior be "file.doc" becoming "file-1.doc" instead, and
URL-encoded characters translated back to their ASCII equivalents?
